About the Enabler

COLOUR unites OECoop and Fundació Europace, two Catalan organisations combining expertise in community energy and integrated renovation. Their collaborative model leverages energy communities as catalysts for large-scale building renovation and local transformation, creating a holistic approach that drives sustainability, community engagement, and impactful change across neighbourhoods.

COLOUR’s approach rests on 4 pillars: citizen engagement, participatory governance, integrated technical and financial support, and sustained capacity building. This framework transforms renovation from a purely technical task into a social and economic catalyst, empowering communities to actively shape and benefit from the process while ensuring long-term resilience and inclusive development.

Drawing on FEP’s success with the DOMUS One-Stop Shop, supporting over 1,000 citizens and driving hundreds of renovations, and OECoop’s expertise in managing 60+ energy communities, COLOUR blends operational excellence with strong social engagement. Through initiatives like GarrotxaDomus and LIFE GiDomus, they deliver measurable impact, achieving up to 40% CO₂ emission reductions while setting benchmarks for community participation.

Their collaborative approach demonstrates how local action can scale sustainability, combining technical know-how with inclusive strategies for meaningful climate progress.

    COLOUR focuses on empowering local energy communities to lead building- and neighbourhood-scale energy renovations across Catalonia, supporting collective energy-efficiency actions and strengthening community-driven energy transition structures such as OCTEs and OTCs. It facilitates citizen-led renovation of residential buildings by providing technical and organisational support, including up to 60 free renovation advisory services. Through deep renovation, the consortium contributes to climate-neutrality goals by reducing energy consumption and improving building performance at community scale, while assisting municipalities and cooperatives in developing climate-aligned renovation strategies. It also helps communities access EU-level funding, supports the financial structuring of collective renovation projects, and guides them through regional and European incentive and support mechanisms.

CLR collectives supported

Through the CLR initiative, the Spanish consortium is expanding its proven community-led model, aiming to broaden its impact, motivating communities to embrace and lead the building renovation movement. 

The collectives receiving support from COLOUR are:

  • Gurb Energia (cooperative) - through projects such as photovoltaic rooftops, collective purchasing schemes, and energy advisory services, the cooperative empowers residents, businesses, and local institutions to become active participants in a more sustainable and locally controlled energy model.
  • Tavèrnoles Sostenible (CEC) - created and driven by local residents, the cooperative brings together different local actors to collectively produce and share renewable electricity while promoting energy savings and sustainable practices.
  • Cooperativa Santperenca d’Energia Sostenible (cooperative) - promotes local energy sovereignty by developing renewable energy projects, primarily photovoltaic installations, and improving energy efficiency in the community.
