About the Enabler
EcoVision is a not-for-profit cooperative based in Tipperary, supporting communities across the West and Mid-Southwest of Ireland to lead the energy transition. Acting as a bridge between citizens, local authorities and national retrofit schemes, EcoVision empowers communities to take collective action on home renovation, energy poverty and sustainable development.
Ireland has an established framework for Sustainable Energy Communities, which is led by the Sustainable Energy Authority of Ireland. However, the majority of these communities remain in the early stages of development and face significant barriers to transitioning into mature citizen-led renovation (CLR) collectives.

EcoVision focuses on energy, buildings, climate, and finance to support sustainable community development. It delivers energy upgrades and retrofits for homes, businesses, and community buildings, including SEAI (Sustainable Energy Authority of Ireland)-funded projects and community-owned energy initiatives aimed at reducing carbon emissions. In the buildings sector, services include home insulation, deep retrofit project management, and a One-Stop-Shop approach covering assessment, contractor sourcing, grant applications, and project oversight. Climate action is driven through community-led energy efficiency measures that help reduce fuel poverty, lower emissions, and strengthen long-term resilience. Financial support includes guidance on SEAI grants, funding pathways, and securing investment for community energy projects.

CLR collectives supported
EcoVision represents a pioneering citizen-led renovation organisation: a trusted, community-based actor working on the ground to support locally-driven renovation activity in rural and under-served areas, where citizen trust, peer support, and local capacity-building are key enablers of uptake.
The collectives receiving support from EcoVision are:
- Galway Energy Cooperative (cooperative) - formed in 2018 with the mission to democratise the clean energy transition.
- Kantoher Development Group (association) - focuses on enhancing employment opportunities, housing, infrastructure, energy efficiency, biodiversity and tourism in the region.
- Killeedy Community Housing Association (association) - aims to create a replicable model for rural regeneration.
