About the Enabler
The Estonian Islands Energy Agency (EISEA) is a socially driven non-profit dedicated to advancing sustainable energy across six western Estonian islands: Saaremaa, Hiiumaa, Muhu, Vormsi, Ruhnu, and Kihnu. Its mission is to help local authorities, communities, and businesses implement projects that promote renewable energy, improve efficiency, and reduce carbon emissions.
EISEA was established by the rural municipalities of these islands, local entrepreneurs’ associations, the Saare Development Centre, and Tallinn University of Technology. The agency operates as a social enterprise, funded through the EU LIFE programme, contributions from its founders, and revenue from engineering services, education, and advisory work.

The energy agency focuses on advancing sustainable energy, building efficiency, climate action, and financial support. Its work in energy includes promoting renewable energy deployment, district heating solutions, air-to-water heat pumps, pellet and biomass systems, solar photovoltaic systems, battery storage, smart monitoring and flexibility solutions, as well as exploring wind energy and EV charging. In buildings, the agency supports deep renovation of multi-apartment structures through full envelope upgrades, modern heating and ventilation systems, indoor climate improvements, and enhancements to accessibility and outdoor infrastructure. On the climate front, it works to reduce carbon emissions, increase resilience and flexibility for rural and island communities, empower local communities through participatory governance, and tackle energy poverty. Additionally, the agency offers technical and financial advisory services, including feasibility assessments for heating and energy systems.

The collectives receiving support from EISEA are:
- Liivamäe Community Apartment Owners’ Collective (association) - will address both energy performance and quality of life issues in residential environments.
- Aste Village Apartment Owners’ Collective (association) - embraces smart building technologies, automated outdoor maintenance, and shared energy services to create a resilient, climate-smart environment for all generations.
- Suuremõisa Village Apartment Owners’ Collective (association) - is united by a vision to modernise its five residential buildings, improve energy efficiency, and create a safe, automated, and climate-friendly environment.
