About the Enabler
SPETE (Supporting PEople Towards Efficiency), the Greek consortium uniting Hellenic Passive House Institute (HPHI), EKPIZO, and Electra Energy, blends technical expertise, consumer advocacy, and community action. Their collaboration champions citizen-driven renovation, merging innovation with empowerment and inclusion.
HPHI leverages global expertise in high-performance building renovation, offering training, technical support, and community engagement to deliver Passive House standards in projects like Passivistas: The Tavros Project. EKPIZO, a leading consumer association, amplifies impact by guiding thousands of households, ensuring tailored advice and equitable access so vulnerable citizens benefit from sustainable renovation initiatives. Electra Energy leverages its extensive experience supporting energy communities throughout Greece. From mobilising founding members to implementing projects and renovating homes for vulnerable households, Electra ensures the green transition’s benefits are shared fairly.
Together with its partners, it fosters a collaborative ecosystem where citizens, professionals, and local authorities unite to promote energy-efficient renovations. Special focus is placed on assisting those most in need, creating a model of inclusive sustainability that strengthens communities and drives equitable progress toward a cleaner future.

Energy: household energy assessments and personalised advice; support for heat pumps, solar PV, and efficient heating systems; guidance on reducing energy use and tackling energy poverty.
Buildings: renovation pathways for homes, especially vulnerable households; support with insulation, ventilation, and heating upgrades.
Climate: community engagement on climate action; awareness campaigns on emissions reduction; collaboration with municipalities and local groups.
Finance: guidance on grants and financial supports; help with applications for national and EU funding.

CLR collectives supported
Citizen-led renovations in Greece have seen limited progress due to the lack of targeted support and enabling mechanisms. The “SPETE” project, meaning “home” in Greek, marks a turning point by providing tools, resources, and frameworks to unlock citizen-led initiatives and boost residential renovation nationwide.
The collectives receiving support from SPETE are:
- Hyperion Energy Community (REC) - promotes energy democracy, sustainability, and social well-being by reducing resource use and tackling energy poverty.
- CommonEn (REC) - promotes clean energy, sustainability, democracy, and community benefits.
- Vrodados Energy Community (REC) - a collective dedicated to advancing social economy, energy innovation, combating energy poverty, and ensuring sustainability.
