About the Enabler
València Sostenible is the municipal agency responsible for driving climate action, energy transition, and environmental awareness across the City of València. Through its public services — the Energy Office, the Climate Change Observatory, and CEMAS (World Sustainable Urban Food Centre) — the foundation provides citizens with practical tools, personalised advice, and educational programmes to support a fair and inclusive transition toward climate neutrality.
The municipal agency plays a central role in implementing València’s climate and energy policies, supporting neighbourhood‑level engagement, and managing European sustainability projects. Its mission is to help residents, communities, and local organisations understand and participate in the city’s transformation toward a resilient, low‑carbon future.

CLR collectives supported
València Sostenible’s support services will empower communities to lead sustainable renovation projects. These services include tailored technical guidance, financial advice, and project management for citizen-led initiatives. The Spanish enabler will help communities design strategies, develop business models, and access resources for efficient building renovations. By fostering local ecosystems and strengthening capacities through training, workshops, and continuous support, València ensures long-term project success.
The collectives receiving support from València Sostenible are:
- Castellar L’Oliveral (REC) - focuses on reducing GHG emissions, increasing local energy independence, and ensuring fair access to clean energy for all citizens.
- Russafa (REC) - promotes the creation of a neighborhood energy community to achieve the goals of improving the environment, creating new bonds between neighbors and reducing the cost of energy.
- Zaidía (REC) - project promoted by the Zaidía Neighborhood Association, with the aim of enabling the neighborhood and surrounding area to generate and manage its own 100% renewable energy
