Enablers Board highlights benefits of Citizen-led renovation and and supports policy recommendations

On 19 November 2025, the Enablers Board of the Support service for Citizen-led renovation (CLR) held its fifth and final meeting at the Comic Art Museum in Brussels. Over two phases, the Board has guided the Support service in shaping findings and lessons learned. This last meeting focused on recommendations for policymakers to unlock CLR’s potential in Europe’s energy transition.

The members, including legislators, stakeholders and experts, highlighted CLR’s ability to: i) overcome technical, financial, and social barriers to renovation, ii) build trust in service providers and authorities; and iii) improve disaster response and rebuilding. 

Representatives from the Support service presented five key recommendations: integrate CLR into EU and national policies, broaden its scope beyond energy communities, accelerate legal recognition, strengthen links with one-stop shops, and ensure stable financial support.

Board members supported the recommendations and emphasised the importance of clear definitions, communicating benefits to local authorities, and leveraging existing EU frameworks, such as heating and cooling plans under the EPBD. 

Looking ahead, the consortium managing CLR Phase III announced plans to establish an Advisory Board and invited current members to join. The next meeting is expected in June 2026 during EUSEW.
