Open call for municipalities to host a Citizen Energy Panel

The Citizen Energy Advisory Hub is inviting EU municipalities to apply for support to host a Citizen Energy Panel and engage residents in shaping local energy and climate solutions.

The Citizen Energy Advisory Hub has opened a new call for municipalities and local authorities interested in hosting a Citizen Energy Panel.

Citizen Energy Panels are one-day workshops designed to involve citizens and local actors in identifying energy and climate challenges and co-developing solutions for their community. They combine expert presentations, structured group discussions and interactive activities to help municipalities better understand local needs and priorities.

Selected municipalities will receive support from CEAH to plan and deliver the panel, including technical and logistical guidance, facilitator training, standardised materials, communication templates, advice on inclusive recruitment and support in analysing and sharing the outcomes.

The call is open to municipalities and local authorities in all EU Member States, regardless of size or population. Both urban and rural municipalities are eligible, and joint applications from neighbouring municipalities are encouraged.

Applications must be submitted through the EU Survey platform. The second call is open until 31 July 2026.
