About the Enabler

REGEA - North-West Croatia Regional Energy and Climate Agency is a leading public energy agency active across the European Union. Founded with the ambition to accelerate sustainable development, REGEA has grown into a multidisciplinary institution implementing investments, advising public authorities, and developing innovative solutions in the fields of energy, buildings, climate adaptation, and green finance.

The organisation operates with a highly specialised team that supports municipalities, counties, and public institutions in planning, financing, and delivering energy and climate projects. REGEA’s work spans from solar power plants and district heating to green construction, climate adaptation planning, and innovative financing models.

Its mission is rooted in a simple idea: public institutions can lead the energy transition when equipped with the right expertise, tools, and partnerships.

CLR collectives supported

To strengthen its capacity and expand its impact, REGEA supports collectives focusing on:

  • Communication and citizen engagement: Enhancing materials and outreach strategies to better inform local communities about renovation, energy efficiency, and climate adaptation opportunities.
  • Professionalisation of technical services: Training staff to deliver advanced energy audits, renovation planning, and climate‑resilience assessments.
  • Ecosystem building: Deepening cooperation with municipalities, counties, and EU‑level partners.
  • Market and needs analysis: Identifying gaps in public‑sector renovation, climate adaptation, and financing to shape new or improved services.

The collectives receiving support from REGEA are:

  • Energy community Špičkovina (CEC) - founded in 2024 by VFD Špičkovina with 18 members and supported by REGEA within the SHAREs project.
  • Energy community Sava (REC) - established in August 2025 with REGEA’s support (RENOVERTY project) by LAG Sava, the municipalities of Pušća, Sveta Nedelja, Marija Gorica and Luka.
  • KLIK (energy cooperative) - founded in 2020 as citizen cooperative from Križevci promoting renewable energy and sustainable renovation, and currently working towards the establishment of an energy community.
