Citizens’ Energy Package: EU Launches Public Consultation to Empower Consumers in the Green Transition

The European Commission has officially launched a public consultation and call for evidence on the upcoming Citizens’ Energy Package, a major initiative aimed at placing citizens at the heart of the EU’s clean energy transition.

This package is designed to ensure that the shift to cleaner energy is not only fast and effective but also fair and inclusive. It focuses on empowering and protecting consumers—especially vulnerable groups—while supporting the decarbonisation of coal regions and tackling energy poverty.

Key goals of the Citizens’ Energy Package include:

  • Strengthening consumer rights and protections in energy markets
  • Enabling citizens and communities to actively participate in energy efficiency and renewable energy projects
  • Simplifying regulatory frameworks and increasing awareness
  • Providing technical and financial assistance for local initiatives

The initiative builds on the Affordable Energy Action Plan and complements the Clean Industrial Deal, aligning with the EU’s broader electrification and digitalisation strategies.

The consultation is open to a wide range of stakeholders, including citizens, consumer groups, regulators, industry, and local authorities. It will run for 12 weeks, closing on 11 September 2025.

Citizens and stakeholders are encouraged to share their views and help shape a future where every European can benefit from the energy transition.
