About the Pilot
The REC of Postua and Guardabosone aims to improve EE in the residential sector by renovating 15 buildings, benefiting 5 families who suffer from energy poverty. The renovations are estimated to lead to an energy saving of 30%. In order to do so, they aim to engage in the CLR framework and obtain more knowledge around the creation of a local ecosystem, legal and technical aspects specific to the Italian context, monitoring and impact evaluation, communication campaigns, collective procurement practices and co-design of a sustainable business model. The investment foreseen is of 1M€, split between EE measures, renovations, technical assistance, communication and RES initiatives.
Our support
CLR is providing comprehensive technical assistance to help the Comunità Energetica Rinnovabile di Antrodoco build a resilient and inclusive energy renovation framework. This includes facilitating the creation of a local ecosystem by supporting collaboration among key stakeholders—such as banks, municipalities, and contractors—and identifying funding opportunities that align with local dynamics. CLR also offers specialised guidance on navigating legal and regulatory requirements, ensuring that all renovation activities comply with building codes, environmental standards, and authorisation procedures.
To measure progress and demonstrate impact, CLR is helping establish a monitoring system that tracks energy efficiency improvements, reductions in carbon emissions, and overall environmental quality. This data-driven approach enables continuous evaluation and adjustment of the renovation strategy. In parallel, CLR is co-designing the business model for citizen-led renovation services, focusing on sustainable financial planning, cost-benefit analysis of interventions, and identifying alternative funding sources to ensure long-term viability. Communication and engagement campaigns are also being developed to raise public awareness and encourage active community participation in decision-making.
Finally, CLR is supporting the implementation of collective purchasing strategies and project bundling to reduce costs and make energy renovation more accessible to residents and local businesses. Through this targeted support, CLR is helping Antrodoco overcome resource limitations and build a scalable, community-driven renovation model.
