About the Enabler

Codema is Dublin’s Energy Agency and supports the four Dublin local authorities in leading the region’s transition to a low‑carbon future. Its mission is to improve the lives of Dublin’s citizens by transforming how energy is produced and used locally, with a strong focus on innovation, evidence‑based planning, and large‑scale project delivery. 

Created in 1997, Codema is one of Ireland’s regional energy agencies established to help public authorities meet national and EU climate and energy targets. The organisation works across energy planning, policy, research, public‑sector obligations, district heating, renewable energy, and citizen engagement. 

Codema brings together experts in energy management, climate action, public engagement, and project funding to support Dublin’s transition to a fair, inclusive, and climate‑resilient future.

CLR collectives supported

Codema is advancing two structural initiatives designed to benefit multiple communities: the development of an Energy Efficiency and Renewable Energy Procurement (EMP) Framework, and the creation of a Buyers Club model to facilitate collective action among Sustainable Energy Communities (SECs).

The collectives receiving support from Codema are:

  • Gowran Hall Sustainable Energy Community - resident-led steering group bringing together apartment owners and tenants committed to jointly improving the energy performance of their building and advancing energy sufficiency.
