About the Pilot

The Girona Provincial Council, via its Environmental Service, promotes energy transition, renewable energy and efficiency enhancement in the province. Their application is directed at the participation of 5 different energy communities they have helped boosting. With that purpose, their aim in the programme is to further its understanding on the needs and preferences of citizens, learn how to set up a local ecosystem for support RECs, and further knowledge around legal and regulatory aspects, monitoring and impact evaluation of citizens renovations and further complementary actions. With their actions and the coordinated participation of five RECs they could reach a number of around 100 members and spread knowledge around CLR. In terms of funding each household, or REC member is estimated to need an average ok 20,000€ of investment.

Our support

  • Understanding needs and preferred support for the citizens: We require technical assistance to conduct surveys and engage with community members to understand their specific needs and preferences regarding energy efficiency renovations. This will help tailor our solutions to meet the unique demands of the community.
  • Setting up a local ecosystem: We envision support in establishing a robust local ecosystem involving financial institutions, municipal authorities, and local contractors. This ecosystem is crucial for facilitating smooth project execution, securing financing, and ensuring regulatory compliance.
  • Overviewing of legal and regulatory aspects related to renovation: Technical assistance is needed to understand national and local regulations, obtaining necessary permits, and ensuring compliance with energy efficiency standards.
  • Monitoring the progress and impact of citizen-led renovation: We need support in setting up a comprehensive monitoring and evaluation framework to track the progress and measure the impact of our renovation efforts. This will help in making data-driven decisions and demonstrating the project's success to stakeholders.
  • Co-designing the operational structure of the support service: Assistance is required to design the operational structure, including process flows and IT tools, to manage the project efficiently. This includes project management software, communication platforms, and data management systems.
  • Co-designing the business model of the citizen-led renovation service: We envision support in developing a sustainable business model for renovation service. This involves identifying revenue streams, cost structures, and value propositions to ensure the long-term viability of the project.
  • Co-designing a set of technical solutions with economic assessment for a range of exemplary buildings: Technical assistance is needed to develop and economically assess technical solutions for different types of buildings. This includes energy audits, retrofitting plans, and cost-benefit analyses.
  • Setting up communication, marketing, and engagement campaigns: We require support in designing and implementing communication, marketing, and engagement campaigns to raise awareness and encourage participation in the project.
  • Co-designing IT solutions for the exchange of local practices: Leveraging IT solutions for sharing local practices and insights is instrumental in fostering collaboration and knowledge exchange among stakeholders. We seek support in co-designing user-friendly platforms to facilitate this exchange.
  • Engaging Professionals: We aim to collaborate with skilled professionals to deliver high-quality outcomes and drive innovation in the sector.
  • Financing Options and Collective Purchase Actions: We seek guidance on identifying viable funding sources and implementing collective procurement strategies to optimize resource utilization.
