The handbook emphasises that CLR is not a stand-alone effort, but rather a collaborative process requiring the active involvement of multiple stakeholders. Citizens, local authorities, technical experts, financial institutions, and policymakers all contribute specific expertise, resources, and decision-making capacity to drive renovation forward. Building on Phase I findings, Phase II pilots further refined the CLR approach, with a particular focus on four areas identified as critical for long-term success: expectation management, creating lasting governance and support structures, community building and outreach, and ensuring accessible financial and legal support mechanisms.
