Practice-oriented Handbook

This Citizen-led renovation (CLR) Practice-Oriented Handbook has been developed as a comprehensive resource for stakeholders engaged in community-driven renovation projects across Europe.

The handbook emphasises that CLR is not a stand-alone effort, but rather a collaborative process requiring the active involvement of multiple stakeholders. Citizens, local authorities, technical experts, financial institutions, and policymakers all contribute specific expertise, resources, and decision-making capacity to drive renovation forward. Building on Phase I findings, Phase II pilots further refined the CLR approach, with a particular focus on four areas identified as critical for long-term success: expectation management, creating lasting governance and support structures, community building and outreach, and ensuring accessible financial and legal support mechanisms.

Country Sections

The Citizen-led renovation (CLR) Country Section Handbooks offer practical guidance for citizens interested in engaging in CLR activities within their respective countries. These handbooks provide an overview of the specific country contexts. They include the following content: current outlook; an overview of the building stock, its energy efficiency, and its renovation status; and the status of Citizen Energy Communities and Renewable Energy Communities. They offer a summary of specific progress and current trends, complemented by high-level case studies. This is followed by a summary of the challenges, opportunities, and next steps. The most practical part of these handbooks can be found in the sections titled ‘Relevant Legislation, Funding Bodies and Schemes, and Useful Tools’. These sections guide the reader to legislative bodies and relevant laws concerning CLR, funding organisations and available funding, along with a range of useful tools such as One-Stop Shops and specific guides and roadmaps.
